The tutor skill will only be needed to teach hidden skills. If you want to teach a player a skill that is readily available in the rule book you can at any time, as long as the person learning it has the available SP and prerequisites. We encourage role playing for this. The player who is learning the skill will have access to the new skill at the following event.
