Residents of the Gate,
By the word of the King, who remains alive and well, through His chosen nobles, Devos has been recognized as true and rightful Viscount of the town of Valdarin's Gate. Last moon, the Council of Valdarin's Gate stood locked in indecision, and Viscount Devos elected to abolish that Council that order might be restored to our town in these troubled times. The Viscount has chosen to elect a Bailiff to maintain the day-to-day matters of minor justice, taxation, and governance; matters of import shall be brought before the Viscount himself.
By the will of the Viscount, I, Brom of the Great Hound Clan of the Duine, Son of Brame, Son of Brennan the Wolftamer, have been named Bailiff. I shall endeavor to serve with honor and a devotion to justice, for the betterment of Valdarin's Gate. With the leave of the Viscount to do so, I have chosen three Captains to serve as my assistants in my duties, that I have additional watchfolk for the town. They hold my trust, share my duties, and their actions are as my actions. They are Lena of the Watchers, Ayrina of the Loreseekers, and Kreglabar of the Tea Weevil; each of them holds the responsibility to lead and organize the town in battle, deal with petty crimes, and serve the will of the Viscount.
On the matter of taxes, specifically; while ever unpopular, taxes serve to allow the Viscount funds with which to strengthen our town. He has heard that the taxes of businesses in the past were greatly unfair, and this has concerned him, thus the tax rates have been set to allow the permanent businesses to flourish. Firstly, each person that wishes to hold citizenship of the town of Valdarin's Gate must pay 1 Silver per gathering. Travelling merchants shall pay 3 Silver per passage through Valdarin's Gate. Established businesses, at the end of each gathering, shall pay a tax equal to 1 copper for each 20 copper of profit that business made during the gathering.
Now is a chance for us to stand together, to support the Viscount as he supports our town, and to strive towards a safer land for us all.
