I had a question regarding learning new skills, the rule-book states you must have a teacher to learn new skill past character creation. But it is rather vague as to logistically how that works. Does this mean I must wait until during game to find a teacher who posses the skill and have them instruct me in game? If so do I get the skill immediately (assuming I have the Skill points required available) or must I wait until the next event? Can skills be learned in between events without in game actions? Can I find a suitable teacher and learn the skill pre-event?
For example if Mugthar wanted to learn Florentine (Mugthar must learn to slay his enemies with many different weapons!) and I have the required Skill points available presently, can I find a suitable teacher and spend the skill points before my next event? (so that I start game with my desired skill?)

If you're just buying an additional skill that you already know, like if I used points earned from a game to buy a scavenger and had already bought one at character creation, do you have to get this tutored in game or is it assumed you can already do it?

You can purchase multiples of skills at anytime, as long as you have the available SP.
